1. Piemērošanas joma
Šie arēnas noteikumi, kā arī jebkuras politikas un procedūras, kas saistītas ar sanitārajiem pasākumiem, attiecas uz visiem biļešu un/vai akreditāciju turētājiem, kuri ieiet arēnas teritorijā, kas tiek izmantota UEFA Futsal EURO 2026 LATVIJA, LIETUVA un SLOVĒNIJA ietvaros. Sacensības organizē UEFA sadarbībā ar viesu federācijām – Latvijas Futbola federāciju, Lietuvas Futbola federāciju un Slovēnijas Futbola asociāciju (turpmāk – “Viesu federācijas”).
Šajos noteikumos minētais termins “arēna” ietver visas arēnas teritorijas un tās tiešo apkārtni, kur tiek vai ir notikušas UEFA Futsal EURO 2026 spēles. Piekļuve šīm teritorijām ir iespējama tikai ar derīgu biļeti (“Biļete”) un/vai akreditāciju (“Akreditācija”), tostarp iekļaujot visus ieejas un izejas punktus.
Šie noteikumi un aizliegto priekšmetu saraksts uz to piemērošanas laiku aizstāj jebkādus citus arēnas noteikumus, kas citkārt attiecas uz citiem pasākumiem vai spēlēm, ja vien UEFA nav noteikusi citādi.
Noteikumi ir pieejami Viesu federāciju oficiālajās tīmekļvietnēs un arēnas ieejās un iekšpusē visu to piemērošanas laiku.
Papildus šiem noteikumiem visiem apmeklētājiem ir jāievēro arī skatītāju vai akreditēto personu uzvedības kodekss (attiecīgajā gadījumā).
2. Ieeja
Ieeja arēnā ir atļauta tikai ar derīgu biļeti un/vai akreditāciju katrai personai neatkarīgi no vecuma. Biļete vai akreditācija jāuzrāda pēc UEFA, Viesu federāciju vai apsardzes pieprasījuma. Ja tiek prasīts, personai jāuzrāda personu apliecinošs dokuments. Neatsaucība nozīmē atteikumu ieejai arēnā.
Biļešu un akreditāciju derīgums tiek noteikts saskaņā ar UEFA Futsal EURO 2026 noteikumiem. Biļetes, kas iegādātas no neoficiāliem avotiem, ir spēkā neesošas.
Personas, kas jaunākas par 14 gadiem, drīkst ieiet tikai kopā ar pieaugušo, kuram arī jābūt derīgai biļetei.
Cilvēki ar invaliditāti var izmantot paredzētās ieejas, uzrādot biļeti personai ar invaliditāti. Pavadošajai personai jābūt derīgai biļetei, un var tikt pieprasīts invaliditāti apliecinošs dokuments.
Transportlīdzekļu iebraukšana un novietošana arēnas teritorijā ir atļauta tikai ar īpašu UEFA un/vai Viesu federācijas atļauju.
3. Personīgā kontrole
Visiem apmeklētājiem ir pienākums uzrādīt un pēc pieprasījuma nodot pārbaudei savu biļeti un/vai akreditāciju.
UEFA, Viesu federācijas un arēnas pilnvarotās personas drīkst pārbaudīt personas, to apģērbu un mantas, lai pārliecinātos, ka netiek apdraudēta sabiedriskā kārtība vai drošība, un konfiscēt aizliegtus priekšmetus.
Personas, kas pārkāpj noteikumus vai rada apdraudējumu, tiks liegta ieejai arēnā vai izraidītas no tās.
4. Uzvedība arēnā
Apmeklētājiem jāuzvedas tā, lai nekaitētu citiem, neradītu draudus un netraucētu pasākuma norisi. Jāievēro drošības dienestu, policijas un citu pilnvaroto personu norādījumi. Katram apmeklētājam jāsēž savā biļetē norādītajā vietā, ja vien drošības nolūkos netiek lūgts pārvietoties.
Stingri aizliegts mest uz laukuma jebkādus priekšmetus vai šķidrumus, ielauzties spēles laukumā, smēķēt/veipot, vai rīkoties agresīvi, aizskaroši vai diskriminējoši.
Atkritumi jāizmet tam paredzētajos konteineros.
5. Skaņas un attēlu ieraksti
Apmeklētāji tiek informēti, ka viņu balss, seja un tēls var tikt filmēts un izmantots bez atlīdzības UEFA Futsal EURO 2026 ietvaros, saistībā ar sabiedrisko informēšanu un reklāmu.
Apmeklētāji nedrīkst ierakstīt, pārraidīt vai publicēt jebkādus audio vai video materiālus no arēnas, izņemot personīgai lietošanai. UEFA ir tiesības dzēst vai izmantot šādus ierakstus, ja tie pārkāpj noteikumus.
6. Aizliegtie priekšmeti un rīcība
Bez UEFA vai Viesu federācijas atļaujas arēnā nedrīkst ienest somas lielākas par A4 izmēru, ieročus, stikla, metāla vai plastmasas traukus, pirotehniku, gāzes baloniņus, alkoholu, ēdienu, narkotikas, politiskus vai rasistiskus materiālus, nesaskaņotus reklāmas banerus, karogus lielākus par 2,0 x 1,5 metriem, skaņu pastiprinošas ierīces vai dzīvniekus (izņemot pavadoņus ar attiecīgiem dokumentiem).
7. Noteikumu pārkāpšana
Par noteikumu neievērošanu var tikt piemērots izraidījums no arēnas, ziņošana policijai, biļetes anulēšana bez kompensācijas, aizliegums apmeklēt turpmākos pasākumus vai tiesvedība.
8. Videonovērošana
Sabiedriskās drošības nolūkos arēna ir aprīkota ar videonovērošanas sistēmu, tostarp ķermeņa kamerām, kas ieraksta arī skaņu. Ieraksti var tikt izmantoti tiesvedības gadījumā.
9. Atbildība
Personas, kas ieiet arēnā, dara to uz savu risku un ir atbildīgas par jebkādiem zaudējumiem, ko tie rada.
10. Spēkā esamība un izmaiņas
Ja kāda šo noteikumu daļa tiek atzīta par spēkā neesošu, pārējie noteikumi paliek spēkā. UEFA un Viesu federācijas patur tiesības jebkurā laikā tos grozīt.
11. Oficiālais teksts un piemērojamie likumi
Noteikumi ir izstrādāti angļu valodā un tulkoti latviešu, lietuviešu un slovēņu valodās. Strīda gadījumā noteicošā ir angļu valodas versija. Noteikumi tiek interpretēti saskaņā ar Latvijas, Lietuvas un Slovēnijas tiesību aktiem.
Arena Rules for the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA
1. Scope
These Arena Rules, and any policies and procedures in place in respect of sanitary measures, apply to all ticket and/or accreditation holders who enter Arena premises used in connection with the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA, owned by Union of European Football Associations (hereinafter “UEFA”) and organised by the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA, Host Associations, namely the Latvian Football Federation, the Lithuanian Football Federation the Slovenian Football Association (hereinafter the “Host Associations”).
The Arena (hereinafter ”Arena”), as referred to in these Arena Rules, includes all areas within the Arena premises and its immediate vicinity where the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA match will be played, is played or has been played, that are only accessible with a match ticket (hereinafter “Ticket”) and/or a UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA accreditation (hereinafter “Accreditation”), including all entrances and exits.
These Arena Rules and the Prohibited Item list shall, for the period during which a Ticket or Accreditation is needed to enter the Arena, (subject to applicable laws and regulations and unless otherwise notified by UEFA) replace the Arena rules of the Arena which governs other matches and/or events played and/or held at the Arena during other periods.
The Arena Rules shall be available on the official website of the Host Associations (insert links here) and at the entrances to and inside the Arena at all times during the enforcement period of the Arena Rules.
In addition to these Arena Rules, all persons shall comply with any Code of Conduct for Spectators or Code of Conduct for Accredited Persons (as applicable) which is in place for the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA.
2. Entrance
2.1. Entrance to the Arena shall only be authorised upon presentation of a valid Ticket and/or Accreditation for each individual person, regardless of age. The Ticket and/or Accreditation must be shown for inspection on entrance to, and inside, the Arena at the request of any person appointed by UEFA and/or the Host Association, or at the request of a police officer. If requested, proof of identity must be shown in the form of an official document. Failure to cooperate will result in access to the Arena being denied or expulsion from the Arena.
2.2. The validity and usability of Tickets and Accreditations shall be determined according to the relevant UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA ticket and accreditation terms and conditions. Ticket and Accreditation holders may only enter the Arena with a Ticket or Accreditation that is acquired/granted and used in compliance with such terms and conditions. Tickets and Accreditations that are acquired from unauthorised sources shall be invalid.
2.3. Ticket holders under the age of 14 shall only be authorised to enter the Arena with an accompanying adult, who will be responsible for them. The accompanying adult must also hold a valid Ticket.
2.4. Disabled persons shall be able to reach accessible areas via entrances provided for this purpose by presenting a valid Ticket for disabled persons. Any accompanying person must also hold a valid Ticket. Proof of disability must be shown at the request of any person appointed by UEFA and/or the Host Association.
2.5. Ticket Holders shall be permitted to access the Arena from such time as the gates open (the time of which shall be displayed on the Ticket). UEFA and the Host Association shall determine, taking into account matters such as safety and security, whether gates (and which gates) shall be required to be closed following kick-off and, if so, at what time. Whilst UEFA and the Host Association shall take reasonable steps to ensure that the gates shall remain open as long as possible following kick-off, Ticket Holders should be aware that gates to access the Arena may be closed in the event that they arrive at the Arena after kick-off and that, whilst UEFA and the Host Association shall use their reasonable endeavours to provide access to Ticket Holders in such circumstances, access to the Arena may not be possible in the event that Ticket Holders arrive late at the Arena and the gates have already closed.
2.6. The driving and parking of vehicles at the Arena is only permitted with the special authorisation of UEFA and/or the Host Association.
3. Personal controls
3.1. Every person entering the Arena is obliged to show and, if requested, hand over for inspection their Ticket and/or Accreditation to a person appointed by UEFA, the Host Association and/or the Arena.
3.2. Any person appointed by UEFA, the Host Association and/or the Arena, is entitled to examine – including through the use of technical aids – whether persons represent a risk of potential disruption to public order, in particular on the grounds that they have consumed alcohol or drugs or are in possession of weapons or other prohibited items. Any qualified person appointed by UEFA, the Host Association and/or the Arena, is entitled to search any person’s clothing and other items in their possession.
3.3. Prohibited items will be confiscated by a person appointed by UEFA, the Host Association and/or the Arena and must be left, when and if possible, at the bag deposit by their owner. Persons appointed by UEFA, the Host Association and/or the Arena have the right to refuse to store certain items at the bag deposit.
3.4. Any person who refuses to abide by the Arena Rules or who represents a safety or security risk will be turned away and denied access to the Arena, without prejudice to any other action which may be taken against such person.
3.5. Any person who makes unauthorised use of a Ticket or who is the subject of an applicable Arena ban will be denied access to the Arena and must immediately return their Ticket to UEFA and/or the Host Association (as instructed), in accordance with the Ticketing Terms and Conditions. Similar rules apply to any use of an Accreditation that is not compliant with the Accreditation Terms and Conditions.
4. Conduct inside the Arena
4.1. All persons entering the Arena must:
a) comply with any policies and procedures in place in respect of sanitary measures;
b) conduct themselves in such a way that they do not harm, injure, endanger or unnecessarily obstruct or annoy others, or cause any damage;
c) follow the instructions of persons appointed by UEFA, the Host Association and/or the Arena, or the police, the fire brigade or other rescue services;
d) occupy the seat allocated to them as indicated on their Ticket and use the appropriate access routes. A person will be obliged to sit in a seat other than that indicated on their Ticket for safety or organisational/operational reasons if asked to do so by a person appointed by UEFA, the Host Association and/or the Arena, or a police officer.
4.2. It is strictly forbidden to:
a) throw any kind of objects from the stands to the field of play; and
b) enter the field of play from the stands
and any person violating these provisions may be subject to prosecution.
4.3. If a person becomes aware of any damage caused to any property, or any accident of any kind, such person should take immediate steps to inform a person appointed by UEFA, the Host Association and/or the Arena.
4.4. Access will be strictly limited to that which the holder of the Ticket, Accreditation and/or, if applicable, supplementary access device, is entitled to.
4.5. Further exceptional demands may be made in order to prevent, reduce or eliminate danger to life, health or property. Instructions issued by a person appointed by UEFA, the Host Association and/or the Arena must be followed, and failure to cooperate may result in expulsion from the Arena.
4.6. Rubbish and empty packaging must be placed in the bins and containers provided at the Arena. Any arrangements for the separation of waste must be respected.
4.7. Smoking – including the use of e-cigarette products and heat not burn tobacco products – is prohibited in the Arena.
5. Sound and image recordings and transmission
5.1. All persons attending the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA take note that their voice, image and likeness recorded during their time in the Arena (“Recordings”) may be used, free of charge, in any image, sound and audiovisual material in connection with the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA, either simultaneously or at a later date. UEFA and the Host Association or third parties engaged or otherwise authorised by them in each case (e.g., broadcasting, press) create Recordings for the purpose and on the basis of their legitimate interest of public reporting and promotion of the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA 2026 pursuant to Art. 6 para. 1 (1) lit. f of the GDPR. Recordings may be processed, exploited and publicly reproduced by UEFA and the Host Association as well as third parties authorised by them in each case (e.g. broadcasting, press) within the scope of the same legitimate interest pursuant to Art. 6 para. 1 (1) lit. f of the GDPR.
5.2. Persons attending the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA shall not collect, record, use or disseminate any sound, image, recording or depiction of the Arena or the match (including any results, statistics, information or other data about the match, in whole or in part) over the internet, radio, television or any other current or future media – or assist any other persons in doing so – other than for private use. For the avoidance of doubt, UEFA or other authorised third parties are entitled to delete, or cause to be deleted, any images transmitted or publicly displayed in breach of this provision, and to bring any other claim against the responsible person (collecting, recording disseminating as described above) in a judicial or extrajudicial proceeding. In addition, by disseminating any sound, image, recording or depiction in breach of the preceding provisions of this Article, all persons shall grant UEFA the irrevocable right to use, reproduce and commercially exploit such disseminations including the intellectual property rights, if any, in such disseminations. All persons further agree (if and whenever required to do so by UEFA) to promptly execute all instruments and do all things necessary to vest the right, title and interest in such rights to UEFA absolutely and free of all encumbrances and other charges.
6. Prohibited items and conduct
6.1. The following items must not be brought into the Arena, unless authorised (as and when relevant) by UEFA and/or the Host Association:
a) no bags larger than A4 (210 mm x 297 mm x 210 mm);
b) weapons of any kind or anything that could be adapted for use as a weapon or a projectile, (including cane umbrellas). For the avoidance of doubt, a portable mobile phone charging device which is a similar size to or smaller than the phone itself, will not be considered as a projectile and will be permitted inside the Arena;
c) bottles, jugs or cans of any kind, as well as other objects made from plastic, glass or any other fragile materials, except items required on duly evidenced medical grounds;
d) fireworks, flares, smoke powder, smoke bombs or other pyrotechnics;
e) gas spray cans, corrosive/flammable substances, dyes, or receptacles containing substances which are harmful to health or highly flammable;
f) face coverings, including helmets (motor or other helmets), balaclavas and ski masks, or other headgear that allow people to hide their identity;
g) laser devices/pointers;
h) drones and other similar devices;
i) food of any kind, except items required on duly evidenced medical grounds;
j) alcohol, drugs or other intoxicating or dangerous substances, except substances required on duly evidenced medical grounds;
k) any insulting, racist, xenophobic, sexist, religious, political or other illegal/prohibited objects or material, including discriminatory propaganda material;
l) any promotional, commercial objects or materials, including banners, signs, symbols and leaflets;
m) flexible flagpoles that exceed 1 (one) metre in length and 1 (one) cm in diameter;
n) banners or flags larger than 2.0 (two) x 1.5 (one and a half) metres. Smaller flags and banners may be permitted, provided that they are made from materials which are deemed to be non-flammable, and which comply with local law requirements. All banners or flags larger than 2.0 (two) x 1.5 (one and a half) metres are only permitted with a written request confirmed by UEFA and/or the Host Association;
o) electronically, mechanically or manually operated sound-emitting devices such as megaphones.
p) professional cameras and video cameras or other professional sound or video recording equipment, it being understood that cameras, video cameras and other sound or video recording equipment may be brought to the Arena for private use and shall be accepted as such by UEFA and/or the Host Association;
q) all devices used for the purposes of transmitting or disseminating any content in breach of Clause 5.2; and
r) animals, except for guide and/or assistance dogs (provided that such guide and/or assistance dogs are permitted to enter the Arena under applicable laws).
In the event of any doubt regarding any object brought to the Arena, the relevant person appointed by UEFA, the Host Association and/or the Arena is responsible for deciding which objects are prohibited or permitted in accordance with the Arena Rules.
6.2. It is strictly forbidden to do any of the following inside the Arena:
a) throw objects or liquids of any kind, particularly in the direction of another person or in the direction of the area around the field of play or the field of play itself;
b) start a fire, or let off or launch fireworks, flares or other pyrotechnics;
c) express or disseminate insulting, racist, xenophobic, sexist, religious, political or other illegal/prohibited messages, particularly discriminatory propaganda messages;
d) act in a way which may be interpreted by others as dangerous, provocative, threatening, discriminatory or offensive;
e) sell goods or tickets, distribute material (including printed material) or any objects, hold collections or carry out other promotional or commercial activities without prior written authorisation from UEFA and/or the Host Association, as applicable;
f) climb on, or over, structures and installations not expressly intended for that purpose;
g) write, paint on, or affix anything to, structural elements, installations or pathways;
h) relieve oneself anywhere other than in the toilets, or litter the Arena by discarding objects such as rubbish, packaging or empty containers;
i) stand on seats in the spectator areas;
j) disguise or camouflage oneself (in particular the face) in a way that hinders recognition;
k) unless otherwise authorised by UEFA and/or the Host Association, access areas (e.g. function rooms or VIP and media areas) which are closed to the public or for which access is limited to holders of a specific Ticket, Accreditation and/or, when relevant, supplementary access device, if the person in question is not entitled to access such areas;
l) unless otherwise authorised by UEFA and/or the Host Association, restrict or loiter in areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits;
m) unless otherwise authorised by UEFA and/or the Host Association, enter the field of play or the area around the field of play; and
n) any other conduct which is considered as unsafe, and which is prohibited by the security staff at the Arena.
The above list is not exhaustive, and all persons shall comply with the instructions of safety and security staff at the Arena in relation to their conduct.
7. Breach of Arena Rules
Subject to any applicable laws, any breach of the Arena Rules may result in the following penalties being imposed:
a) expulsion from the Arena and a possible report being made to the police;
b) the banning of the offender from the Arena for part or all of the duration of the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA, in accordance with the Accreditation Terms and Conditions or the Ticketing Terms and Conditions (as applicable);
c) the cancellation and invalidation, without refund, of the Ticket and any other Tickets that have been purchased or obtained by the offending person for the UEFA Futsal EURO 2026 LATVIA, LITHIANIA and SLOVENIA, in accordance with the Ticketing Terms and Conditions;
d) the provision, in accordance with applicable laws, of the offender’s personal information to relevant national football associations and/or the police so that appropriate measures can be taken (e.g. national bans);
e) the initiation of legal proceedings by UEFA and/or the Host Association, or any other authorised persons or entities; and/or
f) penalties or remedies in compliance with applicable laws.
UEFA and/or the Host Association reserve the right to pursue any other legal remedies at their own discretion.
8. Video surveillance
To ensure the safety of the public, the Arena is equipped with a video surveillance system controlled by the Arena, the Host Association, police officers or private security officers, images from which are likely to be used in the event of legal proceedings. Video surveillance includes the use of Body Worn Cameras, which also record audio. A right of access is provided for in compliance with local law.
9. Liability
Within the limits imposed by applicable laws, persons entering the Arena acknowledge that they do so at their own risk and that they may be liable for damage or loss resulting from their actions in the Arena.
10. Severability and amendments
10.1. Should any provisions of the Arena Rules be declared void, ineffective or unenforceable by any competent court, the remainder of the Arena Rules shall remain in effect, as if those void, ineffective or unenforceable provisions had not existed.
10.2. UEFA and the Host Association reserve the right to make reasonable amendments to the Arena Rules from time to time, the latest and effective version of which shall be available on the Host Association’s official website at (insert links here).
11. Authentic text
The Arena Rules have been drafted in English and translated into Lavian, Lithuanian and Slovenian. In the event of any discrepancy between the texts, the English text shall prevail.
12. Applicable law and jurisdiction
12.1. The Arena Rules shall be governed by and interpreted in accordance with the laws of Latvia , Lithuania and Slovenia.
12.2. All disputes arising from or related to the Arena Rules shall be submitted to the competent court in Latvia, Lithuania or Slovenia.
